Abstract

Purpose

The study aims to pioneer an innovative approach for the evaluation of government portal websites (GPWs) by introducing an eye-tracking-based method. The research meticulously pinpoints and analyses the distinct usability issues and challenges that users encounter while navigating and interacting with GPWs.

Design/methodology/approach

This study devises an eye-tracking-based GPW usability evaluation approach, which focuses on the major functions (i.e. government information disclosure, government services and interactive responses) of GPWs. An Entropy Weighted Technique for Order Preference by Similarity to an Ideal Solution (EW-TOPSIS) method is employed to process eye-tracking indicator results for deriving GPW usability results.

Findings

The proposed approach is demonstrated to assess the usability of 12 GPWs in pilot smart cities in China, and it is found that most GPWs have lower-than-average usability. GPWs with low usability require more cognitive load that exhibit increased fixation and saccade. The comparisons among the GPW usability results from (1) the eye-tracking experiment, (2) questionnaire surveys and (3) the ready-made performance evaluation report validate the effectiveness of eye-tracking-based GPW usability evaluation.

Originality/value

The work contributes to shifting the GPW usability evaluation approach from a subjective judgment paradigm to an objective paradigm, as well as provides implications for enhancing GPW usability, including improving search function, reducing website complexity and prioritizing user needs.

Abstract

Purpose

Precast construction has become increasingly popular in the construction industry. Nonetheless, the logistics of construction materials has been a neglected topic, and this neglect has resulted in delays and cost overruns. Careful planning that considers all of the factors affecting construction logistics can ensure project success. The purpose of this paper is to examine the potential for using genetic algorithms (GAs) to derive logistics plans for materials production, supply and consumption.

Design/methodology/approach

The proposed GA model is based on the logistics of precast components from the supplier’s production yard, to the intermediate warehouse and then to the construction site. Using an activity-based costing (ABC) approach, the model not only considers the project schedule, but also takes into account the production and delivery schedule and storage of materials.

Findings

The results show that GAs are suitable for solving time-cost trade-off problems. The optimization process helps to identify the activity start time during construction and the delivery frequency that will result in the minimal cost. What-if scenarios can be introduced to examine the effects of changes in construction logistics on project outcomes.

Originality/value

This paper presents a method for using GAs and an ABC approach to support construction logistics planning decisions. It will help construction planners and materials suppliers to establish material consumption and delivery schedules, rather than relying on subjective judgment.

Abstract

The lack of structured procedures, based on good information, for the selection of construction procurement system sometimes inhibits the opportunity for clients to choose a procurement option in a fully informed manner. The selection and use of an unsuitable procurement approach could eventually lead to project failure. To formalise the procurement selection procedures, clients should establish a set of appropriate procurement selection parameters (PSPs) based on their distinctive characteristics and objectives, project requirements, and external environment. In this paper, a list of 34 PSPs was drawn up according to the findings of researchers in procurement selection. An empirical study was carried out in Australia with clients and project managers to unveil the importance and interrelationships of the identified PSPs. The results indicate that the perception of clients and project managers on the importance of PSPs was generally consistent, that underlying relationships do exist among parameters, and there is a need for clients to ensure that the interrelated PSPs are not overlooked when assessing the suitability of construction procurement systems.

Abstract

Purpose

In the architecture, engineering and construction (AEC) industry, technology developers have difficulties in fully understanding user needs due to the high domain knowledge threshold and the lack of effective and efficient methods to minimise information asymmetry between technology developers and AEC users. The paper aims to discuss this issue.

Design/methodology/approach

A synthetic approach combining domain knowledge and text mining techniques is proposed to help capture user needs, which is demonstrated using building information modelling (BIM) apps as a case. The synthetic approach includes the: collection and cleansing of BIM apps’ attribute data and users’ comments; incorporation of domain knowledge into the collected comments; performance of a sentiment analysis to distinguish positive and negative comments; exploration of the relationships between user sentiments and BIM apps’ attributes to unveil user preferences; and establishment of a topic model to identify problems frequently raised by users.

Findings

The results show that those BIM app categories with high user interest but low sentiments or supplies, such as “reality capture”, “interoperability” and “structural simulation and analysis”, should deserve greater efforts and attention from developers. BIM apps with continual updates and of small size are more preferred by users. Problems related to the “support for new Revit”, “import & export” and “external linkage” are most frequently complained by users.

Originality/value

The main contributions of this work include: the innovative application of text mining techniques to identify user needs to drive BIM apps development; and the development of a synthetic approach to orchestrating domain knowledge, text mining techniques (i.e. sentiment analysis and topic modelling) and statistical methods in order to help extract user needs for promoting the success of emerging technologies in the AEC industry.

Abstract

Purpose

The hospital–physician relationship (HPR) has been the focus of many scholars given the potential impact of this relationship on hospitals’ ability to achieve socially and organizationally desirable health care outcomes. Hospitals are dominated by professionals and share many commonalities with professional service firms (PSFs). In this chapter, we explore an alternative HPR based on the governance models prevalent in PSFs.

Design/methodology approach

We summarize the issues presented by current HPRs and discuss the governance models dominant in PSFs.

Findings

We identify the non-equity partnership model as a governance archetype for hospitals; this model accounts for both the professional dominance in health care decisions and the increasing demand for higher accountability and efficiency.

Research limitations

There should be careful consideration of existing regulations such as the Stark law and the antikickback statue before the proposed governance model and the compensation structure for physician partners is adopted.

Research implications

While our governance archetype is based on a review of the literature on HPRs and PSFs, further research is needed to test our model.

Practical implications

Given the dominance of not-for-profit (NFP) ownership in the hospital industry, we believe the non-equity partnership model can help align physician incentives with those of the hospital, and strengthen HPRs to meet the demands of the changing health care environment.

Originality/value

This is the first chapter to explore an alternative hospital–physician integration strategy by examining the governance models in PSFs, which similar to hospitals have a high reliance on a predominantly professional staff.

Abstract

Contractor prequalification involves the establishment of a standard for measuring and assessing the capabilities of potential tenderers. The required standard is based on a set of prequalification criteria (PQC) that is intended to reflect the objectives of the client and the requirements of the project. However, many pre‐qualifiers compile a set of PQC according to their own idiosyncratic perceptions of the importance of individual PQC. As a result, sets of PQC, and hence prequalification standards, vary between prequalifiers. This paper reports on an investigation of the nature of the divergencies of the perceived importance of individual PQC by different groups of prequalifiers via a large‐scale empirical survey conducted in the UK. The results support the conclusion that there are significant systematic differences between groups of prequalifiers, with the individual PQC that contribute most to the differences being the method of procurement, size of project, standard of quality, financial stability, project complexity, claim and contractual dispute and length of time in business.
